Ho Chi Minh City transfers 26 land procedures to the commune level
Ho Chi Minh City has decentralized 26 land-related tasks to the commune level, with many procedures such as land allocation, reclamation, and land use conversion being decided by the chairperson of the commune/ward People's Committee according to their authority.
The Ho Chi Minh City People's Committee has just issued a decision decentralizing 26 tasks in the land sector to the chairmen of commune and ward People's Committees (effective from June 26), aiming to increase the authority of the grassroots level and shorten the process of handling administrative procedures.
The decentralization focuses on five groups of tasks: land allocation, leasing and land-use conversion; land acquisition, compensation and resettlement; land use right auction; land price determination; land requisition and approval of certain land use plans.
Accordingly, the chairman of the People's Committee at the commune level is authorized to decide on the allocation and leasing of land, permit the conversion of land use purposes for individuals; allocate land to community groups and allocate agricultural land to individuals in cases within their jurisdiction.

In land acquisition work, the chairman of the commune-level People's Committee is also authorized to issue land acquisition notices and decisions; approve compensation, support, and resettlement plans; issue decisions on compulsory land surveying and land acquisition; and establish a Land Acquisition Enforcement Committee as prescribed.
In addition, commune-level authorities are empowered to decide on land use rights auctions; approve starting prices and recognize winning bids in cases within their jurisdiction; determine specific land prices, requisition land, extend requisition periods, and approve certain land use plans as prescribed.
In land acquisition work, the chairman of the commune-level People's Committee is also authorized to issue land acquisition notices and decisions; approve compensation, support, and resettlement plans; issue decisions on compulsory land surveying and land acquisition; and establish a Land Acquisition Enforcement Committee as prescribed.
