In just three months, Binh Chuan 3 Primary School in Thuan Giao Ward, Ho Chi Minh City, has completed over 60% of its construction. Previously, building a new school took 2-3 years.

At noon on April 29th, we visited the construction site of Binh Chuan 3 Primary School in Thuan Giao Ward, Ho Chi Minh City (formerly Binh Duong). Despite the scorching sun, the workers were still busy working in various areas.

Standing before the building that was beginning to take shape as a school, many members of the Ho Chi Minh City Department of Education and Training delegation exclaimed: “We didn’t expect the construction progress of this school to be so fast. In just 3 months, more than 60% of the project has been completed,” said Mr. Tran Khac Huy, Head of the Planning and Finance Department of the Ho Chi Minh City Department of Education and Training.

Binh Chuan 3 Primary School was built on a plot of land covering more than 1 hectare at Binh Chuan 13 Street, Thuan Giao Ward. What’s special is that the entire investment cost for construction, purchasing desks, chairs, and teaching equipment for the school was sponsored and implemented by Phat Dat Real Estate Development Joint Stock Company on a “turnkey” basis.

Mr. Le Doan Huy Thinh, Project Director of Binh Chuan 3 Primary School, Phat Dat Real Estate Development Joint Stock Company, informed: “Binh Chuan 3 Primary School started construction on January 28, 2026, with a total investment of over 156 billion VND. The school has 40 classrooms and many functional rooms such as: STEM classrooms, a digital library, a foreign language classroom, a room for inclusive education students, a multi-purpose sports hall, etc.”

Specifically, we built a kitchen area so the school could cook meals on-site to serve students during the school day. In addition to construction costs, we also provided desks, chairs, and teaching and learning materials for the school. Just the purchase of machinery and equipment for the STEM classroom and the digital library alone cost over 6 billion VND.”

According to Mr. Thinh: “To date, we have completed the roof of the main building, and the multi-purpose sports hall has finished its foundation and steel truss fabrication. Approximately 180 workers are working at full capacity on this project every day.”

“The workers here work on Saturdays and Sundays, and even on holidays, often working overtime until 10 PM. All of this is to meet the deadline of July 30th, when the project will be completed and handed over to the beneficiary,” Mr. Thinh said.

 

The new school will offer a half-day schooling program.

 

It is known that Thuan Giao ward is one of the wards with a very high concentration of immigrants. Meanwhile, Binh Chuan 3 Primary School is currently dilapidated, with only 14 classrooms but 28 classes. Students at this school only attend school for one session a day and have to attend classes on Saturdays. Therefore, the rapid construction of Binh Chuan 3 Primary School, to be ready for use from the beginning of the 2026-2027 school year with 100% of students attending half-day classes, is good news for the people here.

Binh Chuan 3 Primary School is the second socialized project that Phat Dat Real Estate Company has sponsored for Ho Chi Minh City, following the park at land plot No. 8 Vo Van Tan (Phan Dinh Phung Stadium project, Xuan Hoa ward), which was officially put into use on January 25th to serve people celebrating the Lunar New Year.

Local authorities across Vietnam have been instructed to complete the national land database in 2026 as part of efforts to improve market transparency and accelerate digital transformation.

 

On May 19, Deputy Prime Minister Hồ Quốc Dũng, authorized by the Prime Minister, signed an official directive on accelerating cadastral mapping, land registration, and the development of the national land database.

Under the directive, the Prime Minister requested provinces and cities to speed up cadastral surveying, mapping, and the completion of land records and the national land database within 2026.

The completion of the land database was identified as a key task under Resolution 79 issued by the Politburo earlier this year and has been repeatedly emphasized by the Prime Minister during recent government meetings. While local authorities have already accelerated implementation, the Government noted that the remaining workload remains substantial.

To ensure progress, local governments have been instructed to review and develop detailed implementation plans with clearly assigned responsibilities. Provinces and cities are also required to establish monitoring and inspection mechanisms to oversee progress and address delays, negligence, or inaccurate reporting. Chairpersons of provincial and municipal People’s Committees will be held accountable before the Prime Minister for both implementation progress and quality.

The Ministry of Agriculture and Environment, together with relevant ministries and agencies, will provide guidance and supervise implementation at the local level. The ministry is also tasked with reporting unresolved issues beyond its authority to the Prime Minister for consideration.

Vietnam’s national land database is being developed based on cadastral maps, land registration records, land use right certificates, land statistics, zoning plans, and land-use planning data. The database is expected to establish a transparent and synchronized land management platform, reduce administrative procedures, and support the country’s broader digital transformation agenda.

Currently, many localities have yet to complete cadastral mapping, while land data remains fragmented across different levels of administration. This has led to lengthy processing times for information retrieval, issuance of land-use certificates, land origin verification, and dispute resolution.

According to data from the Ministry of Agriculture and Environment, Vietnam currently has approximately 106 million land parcels nationwide. Of these, around 23.5 million parcels have been reviewed, updated, and standardized under the “accurate – sufficient – clean – live” data framework.

Another 38.9 million parcels already have data records but remain incomplete and require further data cleansing, supplementation, and verification. Meanwhile, 43.2 million parcels have yet to be incorporated into the database system.

Overall, approximately 82.1 million land parcels, equivalent to 77.5% of the total nationwide inventory, still require data standardization, information completion, and database integration.

Ho Chi Minh City is accelerating the removal of legal obstacles in the real estate sector with the goal of resolving approximately 60 projects in 2026, equivalent to more than 68,000 houses and commercial/service properties that have not yet been granted ownership certificates.

This move is expected not only to ensure the legitimate rights of citizens but also to contribute to boosting liquidity and supporting the recovery of the real estate market after a prolonged period of stagnation.

To expedite the process, the Director of the Ho Chi Minh City Department of Agriculture and Environment, Nguyen Toan Thang, signed and issued the implementation plan of Task Force 1645 on granting land use rights certificates and ownership certificates for assets attached to land in housing, commercial, and service projects in the city.

According to the plan, all projects that have not yet been granted land ownership certificates, including those already in use and those with outstanding issues arising in 2026, will be reviewed and categorized into groups of obstacles to determine specific solutions. The city aims to resolve approximately 30% of the backlog each quarter, striving to issue around 61,200 land ownership certificates this year, equivalent to about 90% of eligible applications.

According to the Ho Chi Minh City Department of Agriculture and Environment, the main reasons for the delay in issuing land ownership certificates in recent times stem from legal issues and financial obligations of the investors. Four major obstacles include incomplete resettlement housing funds, failure to determine social housing obligations, failure to hand over technical and social infrastructure, and delays in handing over the apartment building maintenance fund.

To address these issues, the Department of Construction is tasked with reviewing and proposing solutions for each group of problems; the tax authorities will determine the financial obligations of the investor and homebuyers; and local authorities will compile a list of projects that have been handed over but have not yet been issued land titles to coordinate the handling of these issues.

Notably, the Ho Chi Minh City Land Registration Office has been assigned as the central point for receiving information from various channels to ensure that no outstanding projects are overlooked. The city also allows homebuyers to directly submit applications for land ownership certificates instead of relying entirely on developers as before, thereby shortening processing time.

According to statistics, after more than 60 meetings, Task Force 1645 has processed 251 projects, including 219 projects with over 33,000 houses eligible for land ownership certificates. Many long-standing projects have been resolved through regular meetings and processing in specific groups.

Chairman of the Ho Chi Minh City Real Estate Association (HoREA), Le Hoang Chau, assessed the establishment of Task Force 1645 as a pioneering solution that contributes to resolving the rights of tens of thousands of homebuyers and creating positive changes for the city’s real estate market.

According to HoREA, expediting the issuance of land ownership certificates not only helps people complete their property ownership rights but also facilitates transfer, mortgage, and capital mobilization transactions. When legal issues are resolved for projects, cash flow and liquidity in the market will improve significantly.

Currently, Ho Chi Minh City is also focusing on resolving several specific projects such as the 4S Linh Dong apartment complex, the social housing project in Cat Lai ward, the An Phu apartment complex, and the First Home project – projects that have handed over apartments but still have legal or financial obligation issues.

In the context of a real estate market still facing many difficulties, removing bottlenecks in issuing land ownership certificates is considered a crucial solution to strengthen the confidence of homebuyers, businesses, and investors, while promoting the sustainable recovery of Ho Chi Minh City’s real estate market.

Ho Chi Minh City’s metro lines are triggering a new wave of investment, with money flowing into projects along the stations, shaping real estate prices along the public transport corridor.

The operation of Ho Chi Minh City’s Metro Line 1 not only opens up a new mode of transportation but is also quietly reshaping the real estate value landscape. Areas once considered suburbs are being drawn closer to the city center than ever before, while the absolute advantages of the traditional urban core are beginning to be redistributed.

“Just a few hundred meters from the metro station can make a huge difference in price ,” said a long-time real estate agent in the eastern part of Ho Chi Minh City.

 

Distance is no longer measured in kilometers.

When Metro Line 1 Ben Thanh – Suoi Tien becomes operational, travel time from the eastern wards of Ho Chi Minh City will be significantly shortened. Geographical distances will therefore be reduced, leading to a reassessment of land values ​​in the market.

Having lived in Phuoc Long ward for over 15 years, Mr. Nguyen Van Hung said that the value of real estate around the area has changed significantly since the metro was built.

“Since the metro was built, we’ve had significantly more real estate agents inquiring about buying houses,” Mr. Hung said.

According to him, the biggest change is not just the price increase, but the level of public interest. Previously, many people were hesitant because they thought going to the city center was too far. Now that there’s the metro, they no longer think that way.

In the area near Binh Thai intersection, Ms. Tran Thi Mai, the owner of a house with a street frontage, said that in recent years the number of people inquiring about buying houses has increased significantly.

According to her, the metro has changed many people’s perspective on geographical location. This is because traveling by metro to the city center is much faster than riding a motorbike during rush hour.

While Ho Chi Minh City’s Metro Line 1 reflects the impact of already established infrastructure, in many other areas, real estate prices are rising upon hearing news of upcoming metro projects.

 

Metro is redefining real estate values ​​in Ho Chi Minh City - 2A project along National Highway 13 (formerly Binh Duong province) has seen improved liquidity since news broke about the metro project passing through the area.

 

Along the route of Ho Chi Minh City’s Metro Line 2 , market surveys show that real estate prices on some main thoroughfares such as Cach Mang Thang 8 Street, Truong Chinh Street, and the area around Tham Luong have increased significantly over the past 3-5 years.

Specifically, during the period of 2019-2020, many areas along this route recorded common prices of around 70-90 million VND/m² for townhouses and land plots with street frontage. Currently, prices have been re-established in the range of 110-150 million VND/m², with some prime locations potentially exceeding this level.

Along National Highway 13, real estate prices have also seen a sharp increase in recent years, especially with proposals to develop an urban railway line connecting the area.

In the area near Binh Phuoc overpass, land prices in 2018-2019 fluctuated around 30-40 million VND/m². Currently, the common price has increased to 70-90 million VND/m², and even higher in prime locations with large street frontage.

Furthermore, in Binh Duong New City, land and townhouse prices also increased from around 20-30 million VND/m² to 40-60 million VND/m² during the same period, partly reflecting expectations of infrastructure connectivity, including inter-regional metro lines.

Metro becomes the new pricing criterion.

The metro system is gradually becoming the main pricing driver for Ho Chi Minh City’s real estate market, both for existing lines and those still in the planning stages.

According to real estate exchanges, buyers’ search criteria have changed significantly. While previously, distance to the city center was a common measure, now distance to a metro station is becoming a priority.

“A project located 500-700 meters from a metro station (in a less bustling area) always has significantly better liquidity than a project located 2-3 kilometers away (in a more bustling area), even within the same neighborhood,” said a real estate agent in the eastern part of Ho Chi Minh City.

According to experts, the real estate market in Ho Chi Minh City currently has two layers of value. The first is existing value, established in areas with clear infrastructure, such as along the Ho Chi Minh City Metro Line 1. The second is expected value, formed in areas within the metro planning zone, where prices are “predetermined” based on future connectivity.

The gap between these two price levels represents both the potential for growth and the biggest risk zone in the market.

According to Mr. Vo Kim Cuong, Vice Chairman of the Ho Chi Minh City Urban Planning and Development Association, the Transport-Oriented Development (TOD) model primarily benefits residents living around train stations, making travel more convenient and less expensive.

But more importantly, TOD also helps the metro achieve a stable passenger volume – a crucial factor in avoiding large investments that result in inefficient operation.

However, Mr. Cuong noted a crucial point: the majority of metro users are middle and low-income earners, while high-income earners still tend to use private vehicles. This creates a paradox: as land prices around the metro increase sharply as expected, the group that truly needs the metro risks being pushed further away.

From a planning perspective, Dr. Architect Ngo Viet Nam Son believes that real estate values ​​around metro stations do not increase randomly, but rather differentiate according to a clear structure.

A typical TOD (Transit-Oriented Development) area consists of three layers: The core zone (800m – 1.2km) – where value increases most significantly, equivalent to a 10-15 minute walk. This is the area where high-rise complexes are formed, integrating housing, commerce, and services.

The extended zone (1.6 – 2km) – connected by bus, serves as a supplement to the metro system. The affected area – potentially extending to a 15-minute motorbike ride radius, where residents can “park their motorbikes and use the metro”.

This structure also explains why, in reality, real estate prices do not increase uniformly but form “value zones” around the train station, with the strongest increases in the core area.

According to Mr. Son, if planning is not properly controlled, the core TOD area could be over-exploited for commercial purposes, while lacking social infrastructure and public spaces – leading to a long-term decline in urban quality.

According to the approved plan, Ho Chi Minh City’s urban railway network will have a total length of approximately 1,012 km.

According to the plan, by 2030, Ho Chi Minh City will essentially complete 6 routes, with special priority given to the connecting axis between Tan Son Nhat Airport and Long Thanh Airport.
