Ho Chi Minh City plans to start construction on 5 metro lines by the end of 2026. Among these, the Thu Thiem line connecting to Long Thanh Airport has the largest capital investment, at approximately 134,000 billion VND.

During a working session with the Ho Chi Minh City National Assembly delegation on the socio-economic situation and implementation of National Assembly resolutions on the afternoon of October 14th, the leaders of the Ho Chi Minh City Department of Construction stated that in the last quarter of the year, the city aims to mobilize a total social investment capital of over 1.2 trillion VND and disburse 100% of the allocated public investment capital.

Regarding the implementation of National Assembly resolutions, especially Resolution 188 on piloting some specific mechanisms and policies for the development of urban railway (metro) networks in Hanoi and Ho Chi Minh City, the city is finalizing procedures for investment preparation for 5 metro projects under the list of 8 priority lines for the 2026-2030 period.

The projects include Metro Line 1 connecting Binh Duong New City to Suoi Tien station of the Ben Thanh - Suoi Tien Metro line. This line is 32.8km long, with a total investment of approximately 55,000 billion VND.

Line 2, connecting Thu Dau Mot to the center of Ho Chi Minh City, is 35 km long and has a total investment of approximately 113,000 billion VND.

Ho Chi Minh City also approved this metro route, with the starting point at station C0 connecting to station S5 of Metro Line 1 (Binh Duong New City - Suoi Tien section); the end point is station C23 in Tao Dan Park area in Ben Thanh ward, connecting to Tao Dan station of Metro Line 2 (Ben Thanh - Tham Luong section) and Metro Line 3 (Tao Dan - An Ha section).

Line 3, scheduled to begin construction at the end of this year, is phase 1 of Metro Line 6, running from Tan Son Nhat Airport to Phu Huu, connecting with the Thu Thiem - Long Thanh line. It has a length of 23km and a total investment of over 86,500 billion VND.

These three metro lines are planned to be funded by the Ho Chi Minh City budget. The city has assigned the Urban Railway Management Board as the investor.

Line 2 Tham Luong - An Ha - Northwest Urban Area, 30 km long, is also expected to start construction at the end of the year. The proposed investment for this line is 85,000 billion VND, under the public-private partnership (PPP) model.

The Thu Thiem - Long Thanh route is considered to be of paramount importance, directly connecting the center of Ho Chi Minh City with Long Thanh Airport.

The Thu Thiem - Long Thanh metro line, spanning 47km, is being developed under a Public-Private Partnership (PPP) model with a total investment of approximately 134,000 billion VND by Dai Quang Minh Real Estate Investment Joint Stock Company. This metro line passes through two cities: Ho Chi Minh City and Dong Nai Province. The section through Ho Chi Minh City is 11.5km long, and the section through Dong Nai Province is nearly 36km long.

According to the Department of Construction, the Metro line connecting Thu Thiem and Long Thanh is expected to be approved in November; the remaining lines are also expected to be approved in November or December.

In addition, investors are researching and proposing investment in Metro Line 4 (Dong Thanh - Hiep Phuoc) and Metro Line 3 (An Ha - Tao Dan). The Vung Tau - Ba Ria - Phu My line is also being studied and prepared for investment by the Urban Railway Management Board.

An investor has also proposed a combined railway line connecting industrial zones and seaports between Chon Thanh, Bau Bang, and Cai Mep.

Regarding the ongoing metro projects, according to information from the Department of Construction, Line 2, the Ben Thanh - Tham Luong section, with a length of 11.3 km and a total investment of 55,179 billion VND, has had 100% of its land handed over.

The construction unit is simultaneously working on multiple stations; according to the plan, the project will complete the structure in 2029 and begin commercial operation at the end of 2030.

The Ben Thanh - Can Gio route broke ground on December 19, 2025. Compensation, support, and resettlement work has disbursed 73% of the planned capital for 2026, and the land is expected to be handed over to the investor this November.

The Ben Thanh - Thu Thiem line commenced construction on April 29th and is expected to be completed in 2030.

Ho Chi Minh City is entering its most intensive investment phase in developing its metro network, aiming to complete 255km by 2030 and over 500km by 2035. According to the Urban Railway Management Board, the city will implement 8 priority projects, totaling approximately 230km, during the 2026-2030 period.

Alongside investment, Ho Chi Minh City aims to gradually increase the localization rate, from construction and manufacturing of locomotives, carriages, signaling systems, and other equipment, creating conditions for Vietnamese businesses to participate more deeply in the supply chain.

Currently, many Vietnamese businesses such as THACO, Vinspeed, Becamex, Sovico, Coteccons... have boldly invested in metro systems and simultaneously become contractors for complex components of this transportation system.
