Nearly 40,000 square meters of land in Ho Chi Minh City are being repurposed for apartment construction.
TPO - Phat Dat Real Estate Development Joint Stock Company has been granted permission to change the land use purpose of an additional 2,100 m2 of land to implement the Tan Phu Ward Housing Project, while Hung Loc Phat Real Estate Investment Joint Stock Company has changed the land use purpose of 37,170 m2 of land to implement the Apartment Complex Project in Tan Thuan Ward.
The Ho Chi Minh City People's Committee has just allowed Phat Dat Real Estate Development Joint Stock Company to change the land use purpose of an additional more than 2,100 m2 of land to implement the Tan Phu Ward Housing Project, now part of Tan My Ward.
Accordingly, the additional land area for which the purpose of use has been changed is 2,141 m2. After the addition, the total land area for the project is 70,113 m2, according to Decision No. 3433/QD-UBND dated December 25, 2025, of the People's Committee of Ho Chi Minh City approving the adjustment of the investment policy.
Specifically, the Ho Chi Minh City People's Committee has allowed Phat Dat Real Estate Development Joint Stock Company to use the additional land area that has been reclassified, along with the land area that has already been allocated and permitted for reclassification, to implement the project.
This land area is being developed in conjunction with the land area already allocated by the Ho Chi Minh City People's Committee, allowing for land use conversion as per Decision No. 6618/QD-UBND dated December 9, 2015.

The Ho Chi Minh City People's Committee has assigned the Department of Agriculture and Environment the responsibility of determining, verifying, and ensuring consistency in the area, land type, location, and boundaries of the land plot with the cadastral records and land use right certificates.
The Ho Chi Minh City People's Committee also noted that allowing the change of land use purpose under the new decision does not alter the rights, obligations, and land use duration for other areas already established according to legal regulations.
Similarly, the Ho Chi Minh City People's Committee also issued a decision to allocate land, allowing Hung Loc Phat Real Estate Investment Joint Stock Company to change the land use purpose to implement the apartment complex project in Tan Thuan ward.
According to the decision, the total land area for the project is 37,170 m2. Of this, 26,712 m2 is designated as urban residential land for the implementation of a commercial housing project.
The Ho Chi Minh City People's Committee has assigned the Department of Agriculture and Environment to determine the boundaries and allocate land on-site to land users in accordance with regulations; and at the same time, to take the lead in determining land prices to calculate land use fees, and submit them to the competent authority for decision on specific land prices.
The Ho Chi Minh City Department of Agriculture and Environment is also tasked with leading and coordinating with the Department of Finance and other relevant agencies to carry out procedures for determining and paying fees for land specifically used for rice cultivation (if any), so that land users can fulfill their obligations to the state budget.
The issuance of land use rights certificates and ownership certificates for assets attached to the land to Hung Loc Phat Real Estate Investment Joint Stock Company will only be carried out after the enterprise has fully fulfilled its financial obligations regarding land and met other conditions as prescribed by law.
