Real Estate Development Opportunities as Con Dao Becomes an International-Class Special Zone
Recently, during a working session with Ba Ria – Vung Tau province, Prime Minister Pham Minh Chinh affirmed the direction to develop Con Dao into a forward-looking special zone for national defense and security, with a focus on strong marine economic development, spiritual tourism, and ecotourism. This marks a strategic turning point, opening up significant growth potential for the region, particularly the real estate market.

Growth foundation and comprehensive investment direction
Con Dao consists of 16 islands, located 185 km from Vung Tau City and about 230 km from HCMC. It boasts 200 km of coastline with pristine landscapes, diverse ecosystems, and a unique historical-cultural-spiritual heritage. From 2020 to 2025, the local economy grew at an average rate of 8.86% per year, with services, tourism, and trade accounting for over 92% of the economic structure. Infrastructure has been gradually improved, and the quality of life has been enhanced, laying a solid foundation for sustainable development.
Aiming to become a world-class special zone, the Prime Minister directed strategic infrastructure investments for Con Dao, focusing on expanding Con Dao Airport to 3,800 meters to meet international standards using concrete and steel, without land reclamation. Additionally, Ba Ria – Vung Tau province was assigned as the competent authority to call for public-private partnerships in planning and constructing Con Dao International Airport.
Con Dao will also prioritize completing its power grid, clean water supply, telecommunications, waste treatment systems, and digital public administrative service centers for residents and businesses. Policies will encourage corporate investment, defense-linked economic development, and the attraction of high-quality human resources. The Prime Minister also supported controlled island expansion based on environmental assessments and proposed developing Hang Duong Cemetery Park as a cultural and spiritual landmark.
Con Dao real estate benefits from a new investment wave
The plan to develop Con Dao as a special zone not only boosts tourism but also creates golden opportunities for hospitality real estate. Among the ongoing projects, the standout is the Resort Complex developed by Phat Dat Real Estate Development Corporation in Bai Vong, Co Ong Street, Con Dao Town.

The 12ha project is envisioned as a mixed-use resort complex, including hotels, tourist apartments, villas, and commercial-service areas. With its prime location near the airport and pristine beaches, the project is expected to become an ideal destination for international tourists while offering sustainable investment value. It is considered a pioneering project that will directly benefit from Con Dao’s transformation into a special zone.
Spreading Opportunities Across the Southern Coastal Region
Not only Con Dao but neighboring areas like Ho Tram are also benefiting from increasingly complete connectivity infrastructure. The Long Thanh – Ho Tram Expressway will directly link with seaports, Con Dao International Airport, and maritime networks, creating an integrated economic-tourism corridor. Once completed, coastal resort complexes will attract a surge of visitors and capital, elevating real estate values across the southern coastal region.
The Prime Minister has also requested Ba Ria – Vung Tau Province to urgently clear land and coordinate with relevant ministries to commence construction of the expressway from Ho Tram to Long Thanh Airport by September 2 this year.
